Who sets the rules? i..e let us imagine that opposing in word or deed etc
Mr S Hussein was a capital crime in Iraq. So you mutter that he's a bad man
& you're dragged off, tried & executed.
Or even you get lucky & it's just life (meaning life) in jail.
But at least the prisoner has been convicted of a crime in court.
I.e. set the rules make the crims you want.
e.g. a good old favourite around the less enlightened parts of the world is
ye olde making it a crime to be in anyway disparaging about the President
(e.g. Mr Mugabe).
Good way to get all those discontented by your grip on power into jail
& thus a good thing for stability over liberty.
