Quite the reverse.  It increases the incentive for destabilising groups
such as Al Quaeda to infest a country and induce the USA to do their job
for them and destroy the legitimate government.

The Afghanistan operation was and is a disaster, only covered up by the
in-your-face balls-up in Iraq.
