You mean they would compound their initial illegal act (entering this
country illegally or remaining here beyond their authorized stay or
whatever) by committing further illegal acts? What a novel theory!
The fact that a large percentage of aliens currently incarcerated in our
prisons for drug related crimes are aliens who got their "permanent
residency" under the amnesty laws of 1986 shouldn't come as a total
surprise to anyone.

The reason why the Nicaraguan And Central American Relief Act, NACARA for
short, was passed giving special benefits to Central Americans in
particular, is that the economies of Guatemala and El Salvador would
collapse if we repatriated all of their citizens who were here illegally.
We gave Nicaraguans and Cubans a defacto amnesty law was for political
fodder in Florida. There's a huge Cuban and Nicaraguan population in that
state, primarily located in Miami.
As for the Russians and former Sovite Bloc countries, it's also a matter of
economics. Russia is struggling as is most of Eastern Europe. If they
received a large influx of their citizens expelled from here, it would
severely strain their economies.
So much for national sovreignty.
