Take Burma as an example. OK not no external threat but a nasty bunch in
charge. When will US GI'es hit the streets of Rangoon ? & What will
large neighbors India & China think?

Take Zaire/Congo. No gov at all. Very big place. Being chased through a
village by people weilding machetes is I would think fairly terrifying.

How many men under arms are you proposing the US keep?

There is a term for the view you posit & it is usually called
"military expansionism" & it is usually a bad thing even for
the perpetrator.
