Delay was inevitable. Iraq has no such impediments. The US military does whatever it chooses. Even the Iraqis involved are handpicked. The delay in Iraq has nothing to do with competing interests, but rather with dumb planning or rather lack of planning, lack of foresight, refusal to take into consideration the many postwar policy papers produced by the State Dept., ignored by the civilian dimwits in the Defense Dept. They even ignored the Army Chief of Staff's recommendation of how many troops would be required for occupation duty, Wolfowitz publicly criticizing him and his figure. The Army Chief of Staff was right and as events have proved, Wolfowitz was wrong.
