It would be legal if the barrel measured at least 18" without the
extension, and if the overall length of the firearm were at least 26".
If you could carry a 26" shotgun in some sort of shoulder holster, and
left enough room for it under your armpit, it should hang no lower than
about your knee.  That's concealable under a long coat, a duster, or a
raincoat.
