well Joe my thoughts would be to send a climber up the tower setting his own 
protection as he climbs.  Have the climber go to a point above the victim, 
have a second climber go up the protection set and anchor on the tower above 
the victim and one on the ground.  Put rescuer down the line and use slacking 
and tensioning of this telfer line for the rescuer to pick off the jumper in 
a harness.  Then lower the rescuer and the jumper to the ground down the 
telfer line.  This technique would require about a 750 foot life safety line 
for the two person load.  By the way many detail were omitted for brevity.
