	Sorry, but the polls at the time and the calls to the 
Congresscritters all agree that it was more government than most wanted.
BTW: At the time, the Congress and President were both Democratic and would 
have been able to pass it w/o much GOP involvement.
	Also FWIW: It wasn't even Billary's plan.  Essentially the
same program had been introduced by Teddy the K at least two years earlier.
