Possibly. Design/development was kept here on the ground and
milked for all it was worth before they allowed it to be sent
into orbit then they got more money to go up _there_ and fiddle
with it some more. 

Someone or some group deserves to be famous for the stupidity
of _that_ mistake but managed to fade back out of sight. ;-)
