There are "region free" drives to avoid this issue. For some drives 
there are firmware upgrades to remove this "money making" feature. A DVD 
can be create region free so that it will play on any DVD player.

The idea behind region control in this way is to avoid someone importing 
a movie from a country where it has already been released into one where 
it (or it's translated version) has not been released.
