Here's another idea (if you can spend the cash)...
A friend of mine had the same problem and he solved it by contacting the 
phone companies and setting up a local number in the "metro" area with a 
call-forwarding link on it to his BBS. 
Works like this...
BBS in Statesville, N.C.
closest major city is Charlotte, N.C. (long distance)
town in between is Moorsville, NC
sysop has a Moorsville number (local from Charlotte) and
has it forwarded to Statesville number.
Now Charlotte callers call Moorsville number and are forworded to 
tatesville.
Works great, costs sysop about $20.00 a month.
