Punishment occurs after conviction.  Shrub does not yet have any
convictions, therefore we have no idea what he has in mind for punishment.

Once this minor hurdle is passed, we might see further legislation.

Pulling apart with horses?  Hanging, drawing and quartering?  On Capitol Hill?
