show not only the reductions in enforcement costs, decreased related
medical expenses and, surprisingly, small but positive economic
contributions by the drug users.

There was a somewhat-related piece (NYT?) about spending disproportionate
amounts on (for lack of a better phrase) commited and irredeemable
"skid row" types actually reduces costs overall.  Similar
reasons.
