Always has been. It was the oil which greased the wheels of communism.
Ditto the PRC, Vietnam etc.

However the FSU is neatly divided into "those wth hydrocarbons"
& "those without". Those with e.g. Azerbaijan, Kazachstan,
Russia etc are hardly broke any more.

Yes & no. Many old vessels are finally being scrapped (e.g. the
PacFleet victor ssn's), clearing the way for the new. It will be
interesting to see if the new vessels d come on line in 2009 as per the
plan.
