He's clearly trying to get New Labour out from under the
Bush/Cheney/Rumsfled/Rice/Powell house of cards before it collapses.
Labour Prime Ministers have had much better receptions at the TUC. I doubt
whether even Thatcher would have got a worse one.
IMO Cameron has an even tougher job there. It's entirely possible we'll
see a Liberal Democrat balance of power in the next Parliament - neither of
the two big parties have covered themselves in glory.
As an aside - the TUC conference seemed to be in an ordinary conference
auditorium - it used to be in much larger venues. The TUC itself expects
800 delegates - I'm sure it used to be a lot more.
