It seems to me that if 4+ years after the initial deployment you need more
troops, then you might have a problem more profound than the simple
deployment of additional troops can solve, and some skepticism about the
request is in order.

I wonder if this is partly behind the reluctance of anyone to step forward.
I'm also wondering whether NATO is now trapped in a similar manner to the
US being trapped in Iraq. D***ed if you stay, d*** if you leave etc.
