You have to load a driver for your particular type/model of CD drive in
CONFIG.SYS *and* you need to load MSCDEX in AUTOEXEC.BAT.

A good start is to go back to the Win95 or 98 system and go to the
Comtrol Panel. Click on Add/Remove Programs, and you'll se that one
"tab" at the top of the window is labeled "startup disk".

Use *that* to make the boot floppy. The resulting floppy will have the
drivers and will boot up to a menu asking if you want CD support or not.
