Yup - and it's not within the power of any UK body to prevent that - if
(e.g.) Holland issues an international arrest warrant, the UK is obliged to
arrest and extradite.

I think Shrub is really looking for retrospective "Get out of Jail
free" cards for the CIA because they already HAVE broken international
law.  And I don't think he's going to get them.  It's staggering to watch
the USA going the same way as Chile without a peep from its population.
