Well actually, it says:
"While 21 percent said they believe that Bush lied about the threat
posed by Iraq, a larger number -- 31 percent -- thought he exaggerated but
did not lie. Indeed, six in 10 Americans believed, as Bush did, that Iraq
had such weapons."
So, yes if you add the two minorities together you get a
"majority" of 52%, but a dishonest majority, especially given
that 60% believed the WMD were there. Too, if we go to the supplementary
information we find:
