I'm pretty sure the answer to both is yes. I have the same dilemna. I've cpu and mobo taken out by a power supply failure. Too much voltage in the wrong place can cause opens or shorts. I doubt opens can destroy other components, but shorts can. Abandoning both is the most prudent thing to do. In order to swap test, you really need expendable components to swap. The cheapest slowest speed CPU compatible with your mobo can be a reasonable approach to finding out where the problem really is. If you can't find it on eBay, often http://www.geeks.com/ or other closeout places will have it just as cheap, or at least reasonable. -- "Be quick to listen, slow to speak."
