IIRC, after Pearl Harbor, Admiral Kimmel was relieved and his career was obviously toast, but he wasn't adjudged derelict. Neither the Secretary of War nor the Secretary of the Navy fell on a marlinspike... and I think it's reasonable to expect them to have given Japan more attention in Nov. 1941 than Rumsfeld or Tenet was giving Al Qaeda in Aug. 2001. Agreed on cops vs. firemen.
