Not necessarily. IIRC, after Pearl Harbor, Admiral Kimmel was relieved and
his career was obviously toast, but he wasn't adjudged derelict. Neither
the Secretary of War nor the Secretary of the Navy fell on a marlinspike...
and I think it's reasonable to expect them to have given Japan more
attention in Nov. 1941 than Rumsfeld or Tenet was giving Al Qaeda in Aug.
2001.

Agreed on cops vs. firemen. Their dead earned the survivors such adulation
that nobody dares to lean on them to grow up.
