Seems there is always some 'hotshot' in every company that
thinks he/she is a 'webmaster' and they create some really
strange overly complex crud out there. 

Even companies wise enough to hire a pro will then insist on
flash animation, overlays, frames, and other things that add
little or nothing but complexity and crash older browsers. 

Everyone thinks themselves an expert re:HTML if they've ever
used a browser on any machine for more than 20 minutes. ;-)
