I believe it was contracted out to a third party developer by Nvidia, actually.

Nvidia does have really good VBE support, probably better than any other 
vendor.  It is *not* desirable to have a driver that uses VBE, but Nvidia never 
did like sharing specs, and this was probably true even when they contracted out 
for the OS/2 driver.  On the Linux side of things, the open source
"nv" driver that 
comes with X.org is far more limited than the "nvidia"
binary/proprietary driver, 
although they write both of them.
