    He needs to know that a vertical whip VHF antenna is unsuitable.
    He needs some kind of antenna that picks up over the area from horizon to 
horizon (and up) like the cloverleaf designs over mesh or a "turnstile".  
They can be made cheaply, and I remember seeing plans for them around the 
Space Shuttle ham missions.
