Do you mean the transmit level?  If so, on a Zoom
these levels are fixed at the maximum FCC permitted
limit of AFAIK -10dbm +/-1dbm.
WorldClass models
change the transmit level in accord with whatever
country codes are available in the ROM.  In UK it's
-9dbm +0/-1dbm.
This may (dependent on your modem maker and ROM
revision level) be capable of being changed on
a per call basis by putting a different s91=
command in your dial string for that remote, or
as an additional string for that remote.

 S91 - PSTN Transmit Attenuation Level
 Sets the transmit attenuation level from 0 to 15 dBm
 for the PSTN mode, resulting in a transmit level from 0
 to -15 dBm.  In some countries, the transmit level may
 not be changed and there are checks to prevent transmit
 attenuation level change.
 Range: 0 to 15 dBm (Corresponding to 0 to -15 dBm transmit level.)
 Default:       10 (-10 dBm transmit level.)
On Zooms this register cannot be saved.
But it doesn't come back ERROR so mebe work for you?
