The whole point of the TNG scale was to be closed-end.
"" drew it like that because the producers didn't want a
repeat of what happened in TOS, where one ep the max speed was Warp 11, the
next it was Warp 14...
How many 9s can you add to 9.9 before you reach 10? to 99.9 before you reach
100? to 235.9 before you reach 236? Infinite! So what?
