There is no significant technological difference. When the FCC allocated
the rights to operate cellular systems back in 1894, the gave all of the
landline phone companies the right to operate a system in their
territories. These are the "B" or "Bell Line" carriers. There was a
lottery held to pass out the rights to be the "A" or "Alternate"
carrier. McCaw Communications bought those rights from most of the
winners to create Cellular One. AT&T bought many of the Cellular One
franchises to create the AT&T Wireless network. Equipment is
interchangeable between "A" and "B" carriers. Users with dual NAM phones
can even subscribe to both carriers in the same region.

It just worked out that way. TDMA has some advantages over CDMA from a
carrier's perspective. It's supposedly cheaper and easier to get a TDMA
network up and running Since most users don't know the difference
between one type of digital or another, choosing TDMA could give a
carrier a head start in the digital market. I'm sure the decision was
based on dollars, not on sense.

Most carriers could care less if you can roam successfully or not. The
bulk of their revenue comes from local use.
