In Australia for example its quite possible, and in fact quite easy, to choose to live on welfare. In which case the guvmint pays you a rather decent slug of money periodically, which you get to spend. Yes, they do take some of that back in consumption taxes, but there is a real sense in which thats just moving from one guvmint pocket to another. So that person isnt actually paying a cent for the air he breathes. You economics aint much better than your english Lew.
