Yes and yes, although the chances of a bad CPU damaging a motherboard 
are far less than a motherboard damaging a CPU. Both scenarios, 
however, are pretty rare. CPUs and motherboards are more than capable of 
becoming damaged without any assistance from each other. The testing 
procedure I would use would be to place the suspect CPU in a known good 
motherboard to see if it boots up. If it doesn't then the CPU is likely 
bad. If it does then try putting it back into the suspect motherboard 
and powering it with the power supply from the good system. If it still 
doesn't boot up, then the motherboard is probably at fault. If it does 
boot up with the new power supply, then the old power supply on the 
suspect system is probably at fault.
