Not exactly. It installs on the first active primary partition. Which is
always C: under MSDOS's (and OS2's) drive naming scheme. The active partition
can be changed with FDISK or boot manager so win95 can be installed on
any of 4 primary partitions on the first physical drive.
Win95 can be installed on any other drive, but it's boot files (IO.SYS and
MSDOS.SYS) must be on C:
