Escondido has been on 800 mhz for about 2 years. All City functions on a 7
channel system.
O'side and C'bad aren't part of Rancho, they each dispatch their own units.

National City Fire is dispatched by Heartland, but _ON_ the N.C. system.

Fallbrook IS still dispatched by Rancho, even though they have their own
'agency' now. Rancho is supposed to go to a trunked system sometime next
year.
Borrego doesn't count, too small AND too far away.
