But there's no profit in that.  In the scheme you're referring too,
there were certain shady dealings going on with the Moldavia telco,
and the perps of the scam were getting a percentage of the money
collected.
When you call internationally, there's an arrangement between the
carriers that transfers money from them to the "called" telco to pay
for the use of their lines.  Some of this money was being diverted to
the perps on this end and on the Moldavia end.
