Yes, this is correct.  The reason was that since the keydef also enables 
,  and , which are assigned to other functions in most of 
the 
UI's, we didn't want to enable them by default.
The solution you have is one of several I have for handling this:
	- Add the enable to the macro to turn the keys on by default.
	- Add a key assignment to the editor that does an execmacro("cuamark"), 
which 
will toggle the keys on/off
	- Execute the macro a second time after loading it to enable the keys.
