The charge is moronic. It has to do with Kerry voting in 1995 to cut
intelligence services funding along with other military cuts to balance the
budget.  It was in fact a Republican budget balancing initiative that Kerry
supported.

It is an indication of how desperate the Bush people have become. The
latest Post/ABC poll shows why they are so desperate.
