I have a VERY similar problem to that.  Since March 1st, when our CDMA
digital system rolled out, in one particular area I have had trouble since
the roll out date.  Either it will drop me to analog after about 1 minute
into the call or it just won't let me dial out on digital.  I have sent
out trouble ticket after trouble ticket and nothing seems to get done
about it.  Everyweek it's the same problem, it hasn't been up properly
running once since it came out.  Even on analog mode it used to mess up,
causing 10-20 second mutes that made people think I hanged up on them.
How do you think I should go about speeding up their fix?
