No, you can't do any of this.  You have to configure yourself to do UUCP.

The minimal traffic is obtained by simply tagging LOCSYSOP + LOCUSER only.
Or only reading those two.  Anyway, I think the best thing is for you to
move to John's system, at least for the short term, OK?
