You have to add the ia32 libraries and compilers and build with the -m32
switch.

This is another option:
It' simple, you have to add the i386 architecture to the system and install the
i386 libraries needed by the binary you want to run, for debian based
distributons you have to do this:
dpkg --add-architecture i386
apt update
apt install libc6-i386
now you can run ia32 binaries on a amd64 system. :)
