Some, but not all. Even those that are using mind-altering substances have
obviously failed to cope with some nature of human existence with normal,
non-destructive methods - and it could be argued that they are thus mentally
ill to begin with. Certainly, if they are unable to control the use of those
substances without presenting a danger to themselves, they aren't competent
decision makers, are they?

From what little knowledge I have of such things, Valium is not a
psychoactive chemical.

And what happens if they aren't abnormal in terms of body chemistry? People
who are depressed are often quite normal in terms of brain chemistry - other
than a few things indicating lack of endorphins and so on....

No. A statement of fact usually has factical content, not a statement of
opinion with a veiled ad hominem. You think I know nothing. You're welcome to
that opinion. I, however, feel you're wrong.
Now, if you want to provide me some evidence which gets to the original
point, I'll be welcome to entertain it. And get to the basic core, too: don't
dance in the periphery dealing with people who have chemical imbalances, and
the like. We're talking normal humans who kill themselves - or want to.
