Paul is an offline news host. You'll have to dial him direct to pick up
news in packets and process them on your system just like you did with
fido. Same idea, different software basically

You wont see locsysop, locuser or avtech via your normal ISP as they don't
exist on the internet. They're on PENet (for want of a better name) using
internet protocols.
