Help improve the living conditions there. Terrorists rely on young people
who have little or no real education, and preferrably ones that have
nothing . They are easily brainwashed to hate just about anything, if told
that that something (like the US for example) is the cause of their
powerty, hunger and pet dog dying. Solution: help people in places like
Afghanistan get homes, food and proper education. As a result there will be
no reason for kids to grow up terrorists.
Takes time, and will not be done in time to use the result as an election
puff, but it works.

When ever have I said to give up trying? I've just been saying that
"war" is not effective against terrorists, because it doesn't
adress the real problem. There will always be individual nutters doing
crazy stuff, who need to be locked up, but I'm pretty sure that the numbers
can be reduced if the society takes good enough care of people so they
don't have to commit crime.
