Leaders, yes, but they need people to do the dirty work. OBL hasn't done
many suicide bombings himself. Educate the people -> more difficult for
terrorist leaders to find anyone to do their dirty work.

Yeppers, that I agree with. There's no one single thing to fix to get rid
of terrorism.
