No. It's not a "first" step, but a continuous effort, which I
doubt the US will continue. I see Afghanistan already slipping back to what
it was, and if they now find osama the rest of the troops will be out of
there very soon, leaving the whole mess behind. Just like the first gulf
war. Go in, shoot all the bad guys, get out. Life's like a big video game.

Support the good actions and not the bad ones. Don't set an example to
other similar rulers that as long as you have big enough army you can just
wave your dick at the UN and all other countries and attack whoever you
want. Don't sell guns to them through every back door. Don't spoil the
efforts made by others just because you think it's good for your internal
politics to go to war. Don't fuck up a country like Iraq where there
actually was progress being made, like education for women and active
weapons inspections. Push actively for outsiders to be present at elections
and other important places, as observers. Show support to global
organisations such as the UN, if for nothing else then at least to show the
world that the left hand knows what the right hand is doing.

What I think is happening now is a quick fix powered by wrong motives (I
don't know what they are but I suspect things like a show-victory for the
elections and a diverted focus of OBL still going free after all thos
"make no mistake, we'll find him" speeches), which will not last
but only screw up things more. Three years from now Iraq and Afghanistan
will probably have no American troops left, the Taleban back in power and
different warlords running the show. Wopee. I can be wrong about that, and
I hope I am, but that's what it looks like now.
