I've rotated text boxes in WP 5.1+ What you do is you enter the
text and then hit GRAPHICS (alt-f9) again, as the prompt at the
bottom of the screen suggests. Then you can rotate it 90, 180, or
270 degrees. Come to think of it, I tested it on my Postscript
printer which can do all 4 directions on the same page: most
printers can't. Indeed, some printers can't mix landscape and
protrait on the same page. Unfortunately you don't say what your
printer is, and I don't have the drivers for any of those old
ones installed.

If you creat a graphics box and start typing, it will be a text
box. The only difference among the boxes are the defaults with
respect to the borders.

Odd angles are tricky. I can do it with a postscript printer (one
reason I bought one) by entering postscript code, but WP 5.1
will do only 90 degree rotations of text within the program,
because that's what is built into the printers.
Another way of doing it is by printing the same page twice,
overlaying the landscape and portrait. It's a bit more difficult,
but you can generally get registration to within 1/16 inch on
most printers.
