 Locally "out of field" or teachers not licensed to teach any given
 subject are required to be "working toward" and have _3_ years to
 complete the necessary course work.  In theory (and actual practice)
 it is possible to have someone with a credential in, say business ed,
 teaching a science course only because qualified science teachers are
 EXTREMELY hard to find.  Quite a few  middle and high school math,
 physical sciences and some special ed positions are filled by "out of
 field" teachers every year.
