In fact, she did quite a lot in planning:

but the whole thing got torpedoed in fall-winter 1993. I'm not saying I
endorsed the plan as advanced, just that it was shot down  --  the
"Harry and Louise" TV spots etc -- without a grown-up national
discussion.

My chief misgiving about HC is that she hasn't had much experience (or at
least I haven't seen evidence) of the central executive skill of making
compromises happen. It can range from 'come let us reason together' to
serious head-banging and arm-twisting -- and it's a skill distrinct from
coming up with good policy ideas, or selling those ideas in speeches.

I'd like to see how she'd perform as NY governor for a term before going
for the big brass ring.
