Hello Kevin As far as I can tell there is no good or bad in your PC as regards the setting of "spread spectrum" in bios. This is because it has no apreciable effect to the function of a PC as perceived by the user and really only hasa "specmanship" effect as regards government emission standards and has more to do with a faulty definition and means of testing than anything else. In a PC bios it is simply a way to pass the test even though enabling it actually often increases emissions.
