I've had similar thoughts / questions about the overseas CIA secret
prisons. Presumably the activities within the prisons were illegal under
local law (forcible confinement, kidnapping, etc) and those who engaged in
it subject to local prosecution. (Didn't Italy go after some CIA operatives
a few years ago?)

When this topic resurfaced in the US press about a month I hoped to see
some analysis of this, but I didn't notice any.
