Rather than copying the entire block that you included, it then seems that the IDE to SCSI bridge has a problem with support for the CD-RW command set. Seems quite odd as the command set has been around a LONG time. The only issue I see perhaps, is that SCSI has the ability to disconnect from the bus while the device operates on the command. Then when the device is ready, it signals the host that data transfer is ready to begin, the host acknowledges and the device starts the transfer. Now blanking a CD-RW does not require such, HOWEVER, the IDE CD-RW device may not be cooperating fully and get the bridge and/or the host adapter confused about the device's state. Lets be clear, writing a CD-R has NEVER been a problem on this setup, correct???? I had a Plextor SCSI CD-RW drive that I sold last year. I successfully blanked CD-RW discs with the SAME S/W that we are talking about now. I recognize that this is a pain, but have you looked on eBay to see if anyone is selling Plextor SCSI CD-RW drives????? They won't be new, for sure. I see that Panasonic sells a new DVD/CD-RW with its own brand of SCSI to IDE adapater on the back of the drive.
