Odd - it shows below that it's at 10. Does this work at 10?
The disc media itself is high-speed media, as I'll highlight below from
your output

Silly question, but tried attaching the drive to an ATAPI cable and
using it that way?
It would isolate if it's a program fault, or a driver fault, or a
conversion fault, perhaps.

Which is about all it says to me... I'd recommend connecting the drive
to the ATAPI cable it was designed to work with, and trying it that
way, so we can rule out a drive defect or command line error...
