There are only three legitimate federal crimes:  treason, piracy and
counterfeiting.  All of the others have been usurped from what properly are
state crimes.

In any case, I suspect that the conspiracy would have to involve something
of federal interest.  Conspiracy in and of itself is no crime at all,
unless one is conspiring to violate a law - and absent some criminal act or
acts to implement the conspiracy's goal there still isn't a crime.
